The first cut of a half percentage point was on March 3 and the second of a full point was on March 15, which brought the Fed’s overnight borrowing rate for banks back to near zero. The reduction is meant to keep down the cost of loans for banks - and by extension their customers - to ensure borrowers have ample access to credit during the crisis. ** REPO MARKET The Fed has been intervening in money markets since last fall, when a cash shortage led to a jump in short-term borrowing rates. Policymakers had planned this year to scale back operations in the market for repurchase agreements, or repo, through which dealers can borrow cash. But as the economic threat posed by the coronavirus increased, the central bank pivoted to offering almost unlimited support in the overnight lending markets for cash. On March 31, the Fed also announced that it broadened its repo agreements with foreign central banks, allowing them to exchange their holdings of U.S. Treasury securities for overnight dollar loans. ** QUANTITATIVE EASING (QE) The Fed first employed QE in the financial crisis, starting in 2008. The market liquidity added by the Fed is meant to stabilize conditions in the corporate bond market and make it easier for companies to raise funds there. Only so-called investment grade securities are eligible for purchase. ** MONEY MARKET MUTUAL FUND LIQUIDITY FACILITY This new facility is meant to keep the $3.8 trillion money market mutual fund industry functioning even when investors are withdrawing money at a fast clip. The tool offers loans of up to one year to financial institutions that pledge as collateral high-quality assets like U.S. Treasury bonds that they have purchased from money market mutual funds. Gavin Newsom on Friday pardoned five people who had already served their time and commuted the sentences of 21 state prison inmates, including more than a dozen convicted of murder or related crimes. The victims were children in two of the cases and a pregnant woman in a third. The clemency requests were being considered before the coronavirus crisis, “and, as resources permitted, the governor decided to move forward with them,” spokeswoman Vicky Waters said in an email. Attorneys representing inmates asked federal judges this week to free thousands of inmates to help prisons better confront the pandemic, which has sickened one inmate and 12 employees. Newsom said mass inmate releases would further burden strained community healthcare systems and homelessness programs. But he stopped transfers into the system for 30 days. Aside from his usual consideration of public safety and justice factors, Waters said that because of the pandemic the governor “also considered the public health impact of each grant, as well as each inmate’s individual health status and the suitability of their post-release plans, including housing.” Many of those given clemency or pardons were younger than 26 at the time of their crimes, and they have since participated in rehabilitation programs, Waters said. Most of the commutations allow inmates to seek parole, but release decisions will still be made by the Board of Parole Hearings. Newsom’s commutations include 14 inmates convicted of murder or related crimes. Suzanne Johnson, 75, of San Diego County has served 22 years for assault on a child causing death, while 64-year-old Joann Parks of Los Angeles County has served 27 years but denies setting a fire in her home that resulted in the deaths of her three young children. Rodney McNeal, 50, of San Bernardino County has served 22 years for fatally stabbing his pregnant wife, a crime he also denies. The others include: Kristopher Blehm, 35, of Santa Barbara County, who has served nearly 12 years for helping murder his crime partner’s romantic rival. Steven Bradley, 56, of Kern County, who has served 32 years for killing a gas station attendant during a robbery. Jason Bryant, 40, of Shasta County, who has served 20 years for armed robberies, including one in which a victim was fatally shot by an accomplice. Rosemary Dyer, 67, of Los Angeles County, who has served more than 33 years for fatally shooting her husband. Samuel Eldredge, 61, of Humboldt County, who has served 25 years for fatally shooting his crime partner’s housemate. Richard Flowers, 64, of Tulare County, who has served more than 25 years for killing a woman during a robbery. Robert Glass, 48, of Los Angeles County, who has served more than 26 years for murder during a burglary. James Harris, 56, of Los Angeles County, who has served more than 30 years for a drug-sales-related kidnapping and the killing of two victims. David Jassy, 45, Los Angeles County, who has served 11 years for killing a man during an altercation. Shyrl Lamar, 68, of Sacramento County, who participated in a robbery in which her crime partner fatally stabbed two victims. Ramon Rodriguez, 49, of Los Angeles County, who has served 22 years after he was paid to kill a victim. Two of the pardons are intended to help lawful immigrants who face the possibility of being deported based on crimes they committed years ago. Waters said that would be “an unjust collateral consequence that would harm their families and communities.” One is Tri Thai, whom the governor’s office said was 18 in 1994 when he was convicted of receiving stolen property and 21 when he was convicted of a gang-related assault with a firearm, second-degree burglary and attempting to dissuade a witness. The other is Monsuru Tijani, who was convicted of perjury in 1986, check fraud in 1991, submitting false financial statements in 1995 and submitting false financial statements in 1999. The governor’s office said he “has turned his life around,” but he faces religious persecution and possible incarceration if he is deported to Nigeria because of his conversion to Christianity. The remaining three pardons are all Los Angeles County cases. Gabriel Garcia and Shannon Thomas-Bland were separately convicted of drug offenses in their early- to mid-20s about three decades ago. WASHINGTON — A new version of a ground-based communications jammer used to block adversaries’ satellite transmissions is ready to be used in combat operations, the U.S. Space Force announced March 13. The Counter Communications System Block 10.2 was declared operational by the Space and Missile Systems Center’s special programs directorate. After testing the system over the past year, SMC on March 12 turned it over to the 4th Space Control Squadron based at Peterson Air Force Base, Colo. The CCS is a transportable electronic warfare system that temporarily denies adversary satellite communications. The U.S. Air Force first deployed the CCS in 2004 in response to electronic warfare systems that other countries were fielding to disrupt American satellites. An upgraded CCS Block 10.1 was developed in 2014. L3Harris is the prime contractor for both versions 10.1 and 10.2. SMC said the newest update includes more frequency bands and other features to give operators more options to disrupt enemies’ satellite communications. The system will continue to be updated using agile software development methods, Col. Stephen Purdy, SMC special programs director, said in a statement. The users of the CCS include Air National Guard units in California, Colorado and Florida, and Space Force active duty units like the 4th Space Control Squadron. Members of the Air National Guard, including some who are also civilian employees of L3Harris, worked on the development of the system. Lt. Col. Steve Brogan, materiel leader of the SMC special programs directorate, explained that CCS 10.2 has reached what is called “initial operational capability,” which means units can start using it in actual operations.     I am in a difficult spot. My wife and I had baby number 3 a few weeks ago. Caring for my families mental health and well being throughout this is my top priority. We are extremely comfy and our kids barely know anything is going on. Stress levels very low. Working on gardening projects with them and enjoying the amazing new addition to our family. The weather has been amazing and we have been spending time playing in the woods behind our house. I was planning on lots of time off my 9-5 job (for baby bonding) to dedicate to establishing the articles section. However with the 2 older kids home all day everyday, I am struggling to even keep up with everything going on as my schedule is completely filled with parental duties. I am still doing my best to update the archives as much as I possibly can. But the outdated information sitting on the main page is not to my personal standard. It has been an absolute honor of a lifetime being apart of this for over 2 years now. Watching it develop and witnessing the grand picture of what has been unfolding since President Trump announced his candidacy in 2015 has been a blessing. We are truly living in historic times.     https://twitter.com/Ir0nbelly/status/1243635945045479426?s=20 https://finance.yahoo.com/news/feds-cure-risks-being-worse-110052807.html (Bloomberg Opinion) -- The economic debate of the day centers on whether the cure of an economic shutdown is worse than the disease of the virus.  Similarly, we need to ask if the cure of the Federal Reserve getting so deeply into corporate bonds, asset-backed securities, commercial paper, and exchange-traded funds is worse than the disease seizing financial markets. It may be. In just these past few weeks, the Fed has cut rates by 150 basis points to near zero and run through its entire 2008 crisis handbook. That wasn’t enough to calm markets, though — so the central bank also announced $1 trillion a day in repurchase agreements and unlimited quantitative easing, which includes a hard-to-understand $625 billion of bond buying a week going forward. At this rate, the Fed will own two-thirds of the Treasury market in a year. But it’s the alphabet soup of new programs that deserve special consideration, as they could have profound long-term consequences for the functioning of the Fed and the allocation of capital in financial markets. Specifically, these are: CPFF (Commercial Paper Funding Facility) – buying commercial paper from the issuer. PMCCF (Primary Market Corporate Credit Facility) – buying corporate bonds from the issuer. TALF (Term Asset-Backed Securities Loan Facility) – funding backstop for asset-backed securities. SMCCF (Secondary Market Corporate Credit Facility) – buying corporate bonds and bond ETFs in the secondary market. MSBLP (Main Street Business Lending Program) – Details are to come, but it will lend to eligible small and medium-size businesses, complementing efforts by the Small Business Association. To put it bluntly, the Fed isn’t allowed to do any of this. The central bank is only allowed to purchase or lend against securities that have government guarantee. This includes Treasury securities, agency mortgage-backed securities and the debt issued by Fannie Mae and Freddie Mac. An argument can be made that can also include municipal securities, but nothing in the laundry list above. So how can they do this? The Fed will finance a special purpose vehicle (SPV) for each acronym to conduct these operations. The Treasury, using the Exchange Stabilization Fund, will make an equity investment in each SPV and be in a “first loss” position. What does this mean? In essence, the Treasury, not the Fed, is buying all these securities and backstopping of loans; the Fed is acting as banker and providing financing. The Fed hired BlackRock Inc. to purchase these securities and handle the administration of the SPVs on behalf of the owner, the Treasury. In other words, the federal government is nationalizing large swaths of the financial markets. The Fed is providing the money to do it. BlackRock will be doing the trades. This scheme essentially merges the Fed and Treasury into one organization. So, meet your new Fed chairman, Donald J. Trump. In 2008 when something similar was done, it was on a smaller scale. Since few understood it, the Bush and Obama administrations ceded total control of those acronym programs to then-Fed Chairman Ben Bernanke. He unwound them at the first available opportunity. But now, 12 years later, we have a much better understanding of how they work. And we have a president who has made it very clear how displeased he is that central bankers haven’t used their considerable power to force the Dow Jones Industrial Average at least 10,000 points higher, something he has complained about many times before the pandemic hit. When the Fed was rightly alarmed by the current dysfunction in the fixed-income markets, they felt they needed to act. This was the correct thought. But, to get the authority to stabilize these “private” markets, central bankers needed the Treasury to agree to nationalize (own) them so they could provide the funds to do it. In effect, the Fed is giving the Treasury access to its printing press. This means that, in the extreme, the administration would be free to use its control, not the Fed’s control, of these SPVs to instruct the Fed to print more money so it could buy securities and hand out loans in an effort to ramp financial markets higher going into the election. Why stop there? Should Trump win re-election, he could try to use these SPVs to get those 10,000 Dow Jones points he feels the Fed has denied everyone.
