The ones mentioned in the article are not posted (as document) for the NSPM 13 states what the Memos are about and do not have exact dates. Any memo posted (PDF) is in Blue and not posted are in black text.
It does appear 13 was issued in 2018, and updated to 21 in 2019. So what would Cyber Security have to do with the election? kekkity
