A damage assessment is required under 2014 Intelligence Community (IC) Directive 732 that explicitly states "...damage assessments shall be conducted when there is an actual or suspected unauthorized disclosure or compromise of classified national intelligence that may cause..

damage to U.S.national security." Applies to Trump docs after records identified from multiple intel agencies. NOTE: In 2016, ODNI apparently resisted a similar damage assessment for Clinton emails which contained TOP SECRET, compartmented (SAP) intel.
