Preparing Americans for High-Paying Skilled Trade Jobs of the Future
By the authority vested in me as President by the Constitution and the laws of the United States of America, it is hereby ordered: Section 1. Purpose.

Purpose:
Equip American workers to lead in world-class product manufacturing and technology.
Consolidate fragmented and inefficient Federal workforce programs.
Policy:
Align Federal workforce investments with national reindustrialization needs.
Strengthen and expand Registered Apprenticeships.
Comprehensive Worker Investment and Development Strategy:
Within 90 days, the Secretaries of Labor, Commerce, and Education must review and report on all Federal workforce programs.
Report must include:
Opportunities to integrate and realign resources for critical workforce needs.
Identification of ineffective programs with proposals for reform, redirection, or elimination.
Use of statutory authorities for innovation and integration.
Strategies for upskilling current workers, including adapting to AI in workplaces.
Promotion of alternative credentials besides 4-year degrees.
Recommendations to streamline data collection and harmonize performance measures.
Expanding Registered Apprenticeships:
Within 120 days, a plan must be submitted to surpass 1 million new apprentices.
Plan must address:
Expansion of apprenticeships into new and growing industries.
Scaling and improving apprenticeship models nationwide.
Strengthening connections between apprenticeships and education systems, using programs like Perkins V and Federal student aid.
Transparency and Accountability:
Agencies must improve reporting of employment and earnings outcomes for all federally supported workforce programs and credentials.
General Provisions:
The order must comply with existing laws and funding limits.
It does not create any new enforceable legal rights.
